As for having active mods, remember that having someone trustable monitoring the chat continuously is nearly impossible — there's much more to modding than meets the eye, particularly when you're talking about a rather large community (BEO has many, many more players than this forum has members).

Another point on the mods in game. That's the problem, for 100% effective moderation in-game, you would need a mod in every game lobby. Something on that scale isn't even remotely feasible on BEO because of the small player-base. If there were 30000 players, then there might be around 10 mods (just a few numbers); but as it is, we have around 3000 players globally and 2 mods plus the Donkins.
