I won't bother quoting, because that was one hell of a large post.

If the issue in the past was abuse of the feature, then there's rather simple measures of preventing that. For example, anyone with bad rep or a high warning level (say, over 50%?) can't upvote posts. Since that system is already something we have, the matter remains for it to affect someone's permissions.

Plus make a rule about disallowing thank spamming.
