how about a gun that deal 20 damage and also dirts a person but it only works when you hit a person

A dirt bomb isn't usually useful if it doesn't hit someone anyway. So this weapon would just replace the dirt bomb with it's 20 damage.

no, dirt bomb is already big annoyance (some seems to have 3 dirt bombs) so gun doing same would be totally bad.

Dirt Gun not really a good idea, The dirt bomb is more than enough dirt weapons.
