new eggs can't report other eggs!

You need at least 6 Rep to report people.

Um...actually, I made one more account and knew I can't report...
It's lvl7and rep8... I asked to my friend who is level 55and 20 rep...he said no too... |

Well for one you can't report Guests so make sure it's not that. And also you only get a certain number of reports per day. Perhaps they were used up? I've checked and reporting is working fine for me, anyone else with this problem?
